From scoping to delivery with DNB or AFM.

Five licence tracks in which we have deep knowledge and experience. We guide you from idea to delivery — scoping, structuring, file preparation, submission and all correspondence with the regulator.

01
Payment institution (PI)

Under PSD2, and soon the merged licence under PSD3.

02
Electronic money institution (EMI)

EMI licence for issuing and distributing electronic money.

03
Investment firm

MiFID II licence for investment services and activities.

04
Crypto-asset service provider (CASP)

Authorisation under MiCAR for crypto services.

05
Exemptions & registrations

Article 2:3i Wft (Dutch Financial Supervision Act), agent registration, exemptions.

Clear, short, in four phases.

From setting up the licence application to going operational — one point of contact for you and for the regulator. Where required, in cooperation with a leading law firm.

01
Pre-application

Scoping, legal structure, business plan, financial projections, gap analysis of the documentation already in place and a first introductory meeting with DNB or AFM.

02
File preparation

Coordination of the documentation to be drafted, co-writing or reviewing, and sample material for DORA, AML/Wwft (Dutch AML Act), outsourcing, business plan and more.

03
Submission & follow-up

Official submission through the DNB or AFM portal, drafting answers to the regulator’s follow-up questions and support during hearings or clarification meetings.

04
Post-licence implementation

Making governance operational, the first reporting cycles and preparation for the first DNB or AFM supervisory meeting.

No surprises, one point of contact.

01
Realistic timelines

For a full licence application the current lead time at DNB or AFM is around 14 months — excluding scoping and file preparation. Allow for a total lead time of about 16 months.

02
No surprises

Scope, deliverables and cost structure agreed in advance. Transparent from the first meeting to delivery.

03
Practical files

No 200-page copy-paste documents, but workable policies your operation can actually carry.

Does any of this sound familiar?

01
Fintech without a licence today, with PI or EMI ambitions.

Your product may fall within PSD2/PSD3 scope and you are considering a licence application. Before you invest months in file work, we help you answer the strategic questions first: scope, jurisdiction, timing and realistic lead time.

02
Foreign PI or EMI expanding into the Netherlands.

You are already licensed in another EU member state and want to operate in the Netherlands — through passporting, a branch or a new entity. We know which route fits your situation and handle the DNB correspondence in both languages.

03
EMI or PI looking to extend or convert its scope.

Your current licence covers part of your activities, but new product lines — custody, AISP or PISP, for example — require additional authorisation. Or you want to change regime under PSD3. We map out what is needed and walk the route with you.
